The Land Transportation Franchising and Regulatory Board (LTFRB) on Wednesday said only authorized persons outside of residence (APORs) will be allowed to board public transportation during the enhanced community quarantine in the National Capital Region (NCR).

In a Facebook post, the LTFRB said these APORs will need to show valid identification (ID) to prove their eligibility to travel from August 6 to 20.

“Alinsunod ito sa Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Resolution No. 130-A Series of 2021 na naglalayong mapigilan ang pagkalat ng Covid-19 (This is in accordance with IATF-EID Resolution No. 130-A Series of 2021 that aims to prevent the spread of Covid-19),” the LTFRB said.

It said APORs are health and emergency front line services and uniformed personnel; government officials and employees on official travel; authorized relief and humanitarian personnel; those who wish to travel for medical or humanitarian reasons; those headed to airports; individuals crossing ECQ zones to work in permitted industries; public utility vehicle (PUV) operators, drivers, conductors, and other essential personnel; individuals scheduled for Covid-19 vaccination; construction workers accredited by the Department of Transportation to work in quarantine-related or government infrastructure projects; and other individuals allowed by the IATF-EID.

The LTFRB said the maximum allowable capacity is 50 percent or one seat apart in buses and jeeps; two passengers per row and one passenger at the driver’s row for utility vehicles (UV) express, taxis, and transport network vehicle services (TNVS)—with additional restrictions will be strictly enforced.

“Bukod diyan ay istriktong oobserbahan ang pagsunod sa sanitary measures sa loob ng mga pampublikong sasakyan para maiwasan ang pagkalat ng Covid-19 (In addition, sanitary measures will be strictly observed inside PUVs to avoid the spread of Covid-19),” the LTFRB said.

To ensure compliance with these measures, it said the LTFRB, the Land Transportation Office (LTO), the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), the Inter-Agency Council for Traffic (I-ACT), and other IATF-EID authorized personnel will conduct “daily random inspections” at PUV operations, offices, terminals, and depots.

“Ang sinumang drayber o operator na mahuli na lalabag sa mga alituntunin ng LTFRB ay papatawan ng kaukulang parusa, katulad ng pagmumulta at pagkatanggal ng kanilang ng certificated of public compliance (CPC) o provisional authority (PA) [Any driver or operator found guilty of violating these policies by the LTFRB will be punished accordingly, including fines or revocation of their CPC or PA],” the LTFRB said.
